ROSHN Opens Riyadh, Jeddah, Makkah Homes to Foreign Buyers

ROSHN opens selected residential communities in Riyadh, Jeddah and Makkah to eligible non-Saudi buyers following Saudi Arabia’s updated property ownership rules, with purchases available through digital platforms.

Saudi Arabia’s ROSHN Group is expanding access to its residential portfolio for eligible non-Saudi buyers and investors following the implementation of updated regulations governing foreign property ownership. The Public Investment Fund-backed master developer is offering selected homes across Riyadh, Jeddah and Makkah.

According to ROSHN, thousands of non-Saudi buyers have registered interest since the regulatory changes. The move allows international participation in designated areas while supporting the developer’s broader residential expansion and providing additional housing options for both international and local buyers.

In Riyadh, eligible international buyers can access properties in SEDRA, ROSHN’s integrated community in the north of the capital. The development is located near the Expo 2030 site and major city destinations, including ROSHN Front. More than 3,000 units have already been delivered, with the community offering apartments, townhouses and villas alongside schools, retail centres, landscaped parks, pedestrian routes and green spaces.

In Jeddah, ROSHN is making properties available in ALAROUS, a residential community in the northern part of the city along the Red Sea coast. The development is located near MARAFY, the company’s waterfront mixed-use destination, which is planned around a navigable canal and is expected to add further residential offerings.

ROSHN is also offering residential opportunities in ALMANAR, its first integrated community at the western gateway to Makkah. The development is located around 20 minutes from Al-Masjid Al-Haram and features a range of residential units within a planned community environment.

The expansion follows Saudi Arabia’s new framework for non-Saudi property ownership, which came into force in January 2026. The regulations allow eligible non-Saudi individuals, companies and other entities to own property within specified geographic zones, with ownership in Makkah subject to specific eligibility requirements.

ROSHN says international customers can use its digital platform to explore available properties and complete the home-buying process remotely. Qualified buyers can also access opportunities through Saudi Properties, the Kingdom’s official digital gateway for non-Saudi property ownership.

The initiative marks a broader opening of Saudi Arabia’s residential property market to international participants. For ROSHN, offering homes across three major cities creates a new channel for overseas demand while expanding the reach of its integrated residential communities.
