Dubai Municipality updates Al Satwa’s planning regulations, allowing more residential and mixed-use development. Eligible plots of at least 1,000 sq m can qualify for a ground floor and eight additional floors.
Dubai Municipality revises the planning regulations for Al Satwa, introducing greater flexibility for residential and commercial development in the established neighbourhood. The updated framework allows property owners to explore higher-density projects, mixed-use buildings and land consolidation, creating new opportunities for redevelopment and investment.
Under the revised regulations, plots located along internal roads can accommodate a ground floor and two additional floors of residential apartments. This replaces the previous planning framework, which primarily permitted attached villas.

Plots along external roads receive more development options, including a commercial ground floor with two or three floors of residential apartments. The permitted configuration depends on the location and characteristics of each plot and the applicable planning requirements.
A significant feature of the update is the additional development potential offered to plots measuring at least 1,000 square metres. The required area can be achieved through an existing plot or by consolidating two or more smaller plots. Landowners can also incorporate access lanes between the plots, subject to the prescribed approval procedures.
Eligible consolidated or existing plots can qualify for a ground floor and eight additional floors of residential apartments, with a floor area ratio (FAR) of up to 3.5. The provision aims to encourage landowners to combine smaller properties into larger sites suitable for integrated developments and more efficient land utilisation.
Dubai Municipality says the revised framework recognises Al Satwa's strategic position within the city's urban landscape and creates opportunities to improve the neighbourhood while retaining its existing character. The authority also coordinates with relevant service providers to assess infrastructure capacity and traffic requirements to support future development.

Mansour Al Rais, Director of the Executive Planning Department at Dubai Municipality, says the changes provide landowners and investors with greater flexibility to redevelop properties and make more efficient use of available land. The initiative forms part of the municipality's wider approach to sustainable urban planning and the improvement of established residential areas.
Property owners and developers can access the updated planning services through the Build in Dubai platform. The revised rules are expected to encourage redevelopment activity and strengthen Al Satwa's appeal as a residential and commercial destination.
